The men, aged between 21 and 45, followed a woman who had just withdrawn money from a bank and forced her to stop her car along the road on Thursday, said Lt-Col Leonard Hlathi.
The group wore no uniforms and were driving an unmarked green BMW, he said.
The woman's daughter, who was a passenger, became suspicious and called the police.
Hlathi said the men left the scene and were arrested moments later in the Belfast area. - Sapa
