He was a man of great character, fortitude and morality, Home Affairs Minister Nkosazana Dlamini-Zuma said.
“In remembering Roy today we feel robbed that he will no longer be able to impact (us with) his wisdom, strategic thinking, implement policies and inspire us to do more.”
KwaZulu-Natal premier Zweli Mkhize described Padayachie as soldier who had fallen in the line of duty.
“Roy was a remarkable man and made outstanding achievements. He represents the dying breed of leaders with humility, who work hard, are honest and care more for others than himself.”
Padayachie died in a hotel in Addis Ababa, Ethiopia on Friday during a working visit to that country.
Dlamini-Zuma said he embodied “what it means to be a beautiful human being”.
“In the time I knew him he would never put off to tomorrow what could be done today.”
She said Padayachie was committed to early learning and development with children.
“He never turned his back on his community and the poor.”
Mkhize said Padayachie was a loving husband, father and grandfather.
“He was able to respect everyone. He never brought his name up to show his experience in the struggle. He was always working from the back giving strategic advice.”
ANC members and IFP leader Mangosuthu Buthelezi were also present.
President Jacob Zuma was expected to deliver a eulogy.
Padayachie is survived by his wife Sally and two children. – Sapa
